Carter is a US-educated and qualified attorney, who specializes in advising regional and international clients on a wide range of investigations, arbitration, and complex litigation matters from the Riyadh office. He has worked on cases and filings before numerous international arbitration tribunals (LCIA, ICC, SCAA, DIAC, DIFC-LCIA, GAFTA, LMAA, and various ad hoc proceedings), DIFC Courts, Saudi Labor Courts, Saudi Commercial Courts, Saudi Board of Grievances, Dubai Courts, US Federal Courts (District and Appellate), the English High Court, the International Criminal Court, the International Court of Justice, and the United Nations Committee Against Torture.
Carter’s practice also includes representing Saudi film and production studios, directors, authors, and actors in a number of entertainment and media law issues.
Prior to joining the firm, Carter was an Assistant Legal Officer in Chambers at the International Criminal Court, and Assistant Advisor with the Ministry of Foreign Affairs for the Republic of Chile in its successful defense of a case brought by Bolivia at the International Court Justice.

- Respondents’ co-counsel in an onshore Dubai-seated DIFC-LCIA arbitration (including Decree 34 issues), representing the majority shareholder in multi-billion USD dispute with founder/minority shareholder regarding the operation of a technology start-up in the Middle East, including multiple related proceedings in US Federal Courts
- Claimant’s counsel in a London-seated LCIA Rules shareholder dispute over a Saudi Arabian EPC company that lead to a successful settlement on the eve of the hearing
- Respondent’s counsel in a Dubai-seated DIAC Rules arbitration over a failed international sporting event
- Respondents’ counsel in a GAFTA arbitration concerning commodities purchasers
- Claimant’s counsel in an Abu Dhabi-seated ICC Rules arbitration concerning breaches of an asset purchase agreement in the food and beverage sector
- Respondent’s counsel in a London-seated LCIA Rules arbitration over the purchase of a major Saudi hospital group
- Plaintiff’s counsel to multi-national construction company in Saudi commercial litigation, securing a judgment of over SAR300 million and affirmed on appeal against a leading Saudi construction conglomerate
